FLORIDA COMMERCIAL SOLAR · GUIDEFlorida C-PACE for Commercial Solar
C-PACE can be a financing route for eligible commercial improvements where an active program and qualifying property support the transaction. It is not a universal zero-cost or off-balance-sheet offer.
Check the property and program
Confirm the parcel, current administrator, local program availability, eligible improvements and underwriting terms. Florida’s current Chapter 163 framework spans sections 163.08–163.087, with commercial financing addressed in 163.082; confirm the governing current provisions and agreement.
Compare the full obligation
Model assessment principal, interest, fees, amortization, payment timing and any prepayment provisions. Review mortgage-holder consent and assessment priority with the lender and counsel. Compare annual assessment payments with after-tax operating savings, not gross modeled savings alone.
Keep ownership cases distinct
A financed owner may have eligible tax benefits, subject to review. A PPA customer purchases electricity under contract and does not claim the provider’s ownership credit. A cash unlevered NPV is not a financed equity NPV. Use separate schedules for each capital path.
Prepare a financing comparison
Bring the bill-based operating model and written financing terms together. Show negative cash-flow years where they occur. Do not present an accounting conclusion, guaranteed positive margin or appraisal based solely on a calculator.

Model assumptions & honest limits
- Illustrative cash-ownership model; not a tariff simulation or engineering proposal.
- All cost, yield and escalation defaults are demonstration assumptions, not sourced market quotes.
- Fixed charges, financing, property-tax savings and storage are excluded.
- Net operating savings are reduced by the entered effective tax rate; tax capacity and deductibility require review.
- Annual usage inferred from assumed energy-only share of spend; replace with bills.
- Export value is zero until applicable utility terms are confirmed.
- Tax benefits are zero until a project-specific schedule is confirmed.
Tax benefits start at zero pending project review. This estimate is not a quote, tariff simulation or guaranteed return.
